Ronald Reagan obviously talking about the high interest rates and inflation that were going on in 1980. The recession of 1979-80 was over at this point and the economy was growing and recovering, but interest rates and inflation were still major problems in the economy that made it harder for people to afford adequate housing. Which is what this commercial talks about.

What you don't see Governor Reagan doing is talk about how he would address these economic concerns, just that he would. Perhaps he had a secret plan to deal with inflation and interest rates. Similar to how Richard Nixon had a supposed secret plan to end the War in Vietnam in 1968.
